Budget
The Sutter County Board of Supervisors authorized up to $10,000 of County staff time to be spent on the creation and maintenance of the Foundation. In addition, they authorized the use of County equipment and supplies to be used in the process of creating the Foundation. No actual cash contributions were made from the County. The project was developed and the Foundation Articles of Incorporation were filed with the California Secretary of State in November of 2002. Documents requesting non-profit status were also filed with the Internal Revenue Service to make the Foundation a 501 C 3 non-profit group so tax exempt donations could be made by interested parties. The Foundation Board meets independent from any County events and does not meet on County work time.
The project was easily developed under this cost restriction.
